Chicago launches street psychiatry teams to bring mental health treatment to the homeless

Chicago is taking a bold step in addressing the intersection of homelessness and mental illness by launching its first street psychiatry teams. Introduced by the Chicago Department of Public Health, these specialized units are designed to bring psychiatric care directly to the people who need it most, meeting them at homeless shelters, transit hubs, and on city street corners. Unlike traditional emergency responses, these teams aren’t primarily focused on responding to active crises alongside police officers. Instead, they aim for a preventative strategy, building long term relationships with vulnerable residents to stabilize their health before they end up trapped in the legal or hospital systems.

The initiative represents a shift toward a more holistic model of behavioral health that remains rare across the United States, with only a handful of cities like Los Angeles and Pittsburgh employing similar strategies. Each team consists of a multidisciplinary group including a psychiatrist, a medical doctor, a certified alcohol and drug counselor, a licensed clinical social worker, and a peer recovery specialist. This comprehensive staffing ensures that patients receive not just medication or therapy, but also practical support for addiction and navigation through the complexities of urban survival during Chicago’s often harsh seasons.

The emotional weight of the program was highlighted during the announcement at the South Shore Cultural Center by Goldie Rodriguez, a peer recovery support specialist who credits consistent outreach for her own stability. Having remained clean for seventeen years, Rodriguez serves as living proof that meeting people exactly where they are can lead to transformative results. According to project manager Ryann Billitteri, early efforts have already shown promise in helping individuals secure stable housing and find employment.

Beyond the immediate humanitarian impact, city officials view the program as a way to reduce the overall financial burden on taxpayers. By treating chronic mental health issues in the field rather than relying on expensive emergency room visits or jail stays, the department hopes to lower the systemic costs associated with untreated behavioral health needs. While officially announced recently, these fully staffed teams have already begun integrating themselves into various neighborhoods throughout the city.
